Open:       ow_system_plugins\base\bol\tag_service.php

Find:      $this->configs[self::CONFIG_DEFAULT_TAGS_COUNT] = 20;

And replace "20" with whatever number you prefer!

Note: this is a site wide setting. This will work for anything tag related, not just videos!
