You can create a page under Admin Area > Pages and Menus and add any content you need there. There is a section for the page content. You can add your news there formatted with HTML tags.

If you are talking about creating a page that will display in the admin panel. I believe you would have to do that with a plugin. There are several plugins that have settings pages in the admin panel. You may be able to look at how they did it to get an idea. I am not familiar with creating plugins.

How do you get the images to display on the page? Text is working. No Images.
