IS there a way to get notification of payments, both new and recurring as they happen, from the Play and iOS stores for their apps?

That usually does not come from the app that usually comes from the merchant. You should get an email from the merchant your signed up with that a payment has occured. Now i always send nice notice but its not really a common thing that i know of.
