The
person I am speaking to on a phone call hears all of the background
noise and can't hear my voice. What setting do I need to eliminate
background noise for the other party when on a phone call? I am using
the WF-1000XM4.

Hey there! I feel you. Had the same issue with my WF-1000XM4. Go to the Sony Headphones Connect app, tap on "Ambient Sound Control," and play around with the settings. I tweaked mine to focus on voice, and boom—background noise vanished for the other end. I also use this service to find out who called me. Try it, too.

Due to noise we could not hear call properly, we can resolve this issue to use the WF-1000XM4 air buds. These make call noiseless and make our call frequently.
