that sounds like. your cron job to me, but i dont know how to fix it in the server

Sometime souls get trapped in the ethernet in an endless loop where there is no escape.  Or maybe your cron setup is not perfect.  It is the cron running that does that task.

Well I believe all of the user's souls are fine as well as the cron job, but how do I reaccess the cron settings to configure that? I could have sworn I inserted everything properly to run every minute.. I used linux.

Yes that problem is related to you CRON. Try this to confirm a cron problem

http://yoursite/ow_cron/run.php  If now you users show off line. It is that cron isn't running.
