There are two ways CSS is used: for component appearance and its structure. base.css file in the theme - is mostly used for the component appearance, css files and inline styles in the plugins templates in most of cases are used for the plugin structure. It's up to a plugin developer to choose whether to create their own css file, or even several files, or add the inline styles into the plugin template. Inline styles it not a big problem, and sometimes it's even necessary measure to define the specific structure of the plugin and the way it should work.
