Rainier, URL is valid, but you can't use it for RSS widget since the page under this URL doesn't use standardized XML format. RSS can only grab those pages that are xml based.
https://triskelionhandshake.com/TNCF/? - is just a regular .html page.

While creating additional page, no need to type your whole URL, just " /the title of the additional page "

try this way, it will create a new page. Tick on the the Guest or members or both to let which users to see that particular page.
