You can block IP's or even country's using .HTaccess But this can be a pain.
Example of a few IP's from India:
deny from 1.6.0.0/15
deny from 1.22.0.0/15
deny from 1.38.0.0/15
deny from 1.186.0.0/16
deny from 1.187.0.0/16
deny from 14.96.0.0/14
deny from 14.102.0.0/17
deny from 14.102.224.0/20
