To enable dev mode you need a config.php file which is ow_include folder in your CPanel. at the bottom of the code, you'll see that:
define('OW_DEBUG_MODE', false); define('OW_DEV_MODE', false); define('OW_PROFILER_ENABLE', false);
change false to true for the dev mode
