This is something you contact your web-hosts technical support. They should be able to fix this issue.

on local installation l do not have cpanel
it did happen on distant installation and l solved it by changing the localhost by
mysite.com
username (to enter server)
password of username (to enter server)
port 21
but still do not know how to solve issue on ampps

- log in to your AMPPS: http://localhost/ampps/index.php?
- Click on FTP Account and create one:
Username: YourSocialNetwork
password: **********
Directory: /Applications/AMPPS/www/YourSocialNetwork
- Then you go and add your plugin/themes. You get the "Red fast message disappearing" error. Then, fill out the form:
host: localhost
Login: YourSocialNetwork
password:**********
Directory: /Applications/AMPPS/www/YourSocialNetwork

If you wanted to install themes on localhost you can directly copy page and unzip theme files in ow_themes folder. ................

I am getting the same problem, but it is telling me that ftp_connect is not available. How do I fix this problem.
