How to expire the membership? for the paid membership, when user cancel
paypal payment, even when the administrator set the role of the user to
free, the paid membership still recoginise it as a VIP. The rest of the
plugins recognise it as free membership except paid membership plugin

Peggy, we are aware of this issue and will fix it in upcoming builds.
We apologize for the caused inconveniences.
Until the issue is fixed you can downgrade user in following way:
1. delete user from ow_membership_user table in database.
2. as site admin manually assign needed user role by visiting user's profile >>"Change role" button.
