When userA blocks userB, userB can still "Like" any of the content/activities that are on userA's newsfeed.
Can this be addressed?

fbkca, block feature was originally designed this way.
Blocked users can't only PM you.
Currently we don't have an effective solution to block user sitewide without effecting site's performance and redesigning all of our default plugins.
