Aodh, you can configure who can join your website in the Admin Panel/Privacy and Permissions/Global Privacy - Who can join - by my invitation only. Then you can send invitations from the admin panel to the e-mails: Admin Panel/browse users/ invite new members.

Unfortunately I did specifically say 'I'm not talking about inviting members'.
What I need to be able to do is manually added a number of members via the admin panel and create their profiles.

Unfortunately, this is not possible. This is a custom code modification. Please, create a topic in the Custom code modification section of the forum, probably some developer already works on that.
