I am seeing people create language packs for Oxwall. Maybe a section (like themes) where they can upload their packs and have a central place to look for them?

Yes, this is a good suggestion. And will implement something like this as soon as will get soe free hands in our dev team :)

There's also a question regarding this implementation. Plugins and themes are works of one author which they own and support since then.

Translations are (should be) pieces of collective work. There's one initial blast of translation that gets up to 99% of all language entries covered. After that anyone can easily make additions and changes and such contributions are key to maintaining a language further.

Currently translations are shared as forum attachments and that makes the process cumbersome and less effective than it could be. Any ideas on how to do it better?

Create a section but detail what you have just said here. I completely understand what you are saying but it is always better to have a central repository for something like language files so they are easily found instead of searching through forums.

Like store items there are forum groups attached to it where language discussions can take place. Any errors or additions can be discussed there. If you have 10 different Russian languages out there it will be up to the user to pick one. Exactly the same decision needed when looking through the forum.

All it will do is to bring some kind of order to the forum for languages and make it easier for users to find and download their language pack. It will not take away from the contribution factor. As long as it is made clear that they are not managed or supported packs! It will be up to the users to inform the content and completeness of their pack and update it if any improvements are made.
