benjaminmcavoy,

Two ways to disable plugin without loging into admin panel:

1. Database: ow_base_plugins table. Find Progress Bar. Set "0" under "isActive" column for this plugin.

Try to login to your admin panel. If everything is ok go to "manage plugins" sections>> can you deactivate the same plugin from admin panel? Or you see only "activate" button?

2. Files.
Find folder of your plugin in ow_plugins. Within the folder of your plugin find init.php file. Comment out  everything located in this file. http://php.about.com/od/learnphp/qt/php_comments.htm

Try loging into your admin panel. If everything is ok go to manage plugins>>deactivate needed plugin. Go back to init.php, remove your comments.

Can u log inside your Cpanel with your Username and Password(
http://tafoss.com/cpanel) and go to your File Manger and go to Home Directory were your oxwall is installed, Open Ow_Plugins and click on Progress Bar plugin and Delete it.

After that u can able to login to your oxwall Admin

No, just comment it:

// This is a one-line c++ style comment
    /* This is a multi line comment
       yet another line of comment */
