I would like a groups tab for my members but also a renamed groups plugin for vendors only. Is it possible to do this?

I basically would like to add another groups section on my site to promote vendors. I would keep one for all users to create groups in and one for me to create groups for vendors to promote their business. I tried to upload the groups plugin twice but it does not work like that I guess.

yes, it won't work like that, you'll need to rename classes of that plugin, otherwise they'll be duplicated and of course you'll run into errors. This is considered as a custom code modification.
