There is a plugin in the store

You don't need a plugin. Just create a special tab for Location (if you wish) and enter Country, State, City, Suburb and even Zip fields in Admin/Users/Profile Questions.

Then click the last checkbox "On Search".

All fields will then be searchable.

I'm not sure you can do a "With Picture" search. Do what I do:  - No Picture, no access to the site. There's nothing worse than a dating site with thousands of pictureless profiles. It degrades your site instantly.

Also keep in mind that Oxwall does NOT have geosearch. You can't enter a postcode and look for people within (say) 20km. You need Boonex Dolphin for that, but Dolphin isn't free.
