What do you want the sms-plugin to do? Send texts with notifications? Charge the users for funtionality? Make is possible to have an sms-shout box?
Saying you need an sms-plugin is way to big.

Yes to send out notifications. I have subscribed to a SMS service provider who provides the API and I need to integrate to my site. thanks

Hm, this really seems like a custom job.
Why? There are hundreds of different providers with different APIs. Maybe, if someone has the time will take their time to make a plugin, but not likely.
I used to do some programming for a sms-aucution-site, and re-writing the code when they changed provider wasn't all that fun.
