This is considered as a custom code modification. We use smarty to compile those pages, in your case you will need to create an actual page. 

You can take a look at these files and see how it works on the base of a group plugin: ow_plugin/groups/controllers/group.php

ow_system_plugins/base/controllers/component_panel.php in this file you can find methods we use. 

Yes I mean the pages where you can use the widgets and custom html blocks that you can put in the TOP - Left - Right - Bottom...Like drag n drop software for webdesign.  Maybe someone can make a plugin like that. Where you can Add a pages (in the admin) and each page can edit like it is an index page. I think people wanna pay for this plugin 

You can make a suggestion on uservoice. In the meantime this is considered as a custom code modification.
