I finally found someone else who SOUNDS like they had the same problem.
It looks like the install documentation should say to CHMOD ow_static "recursively", unless I missed that word.

I had this problem with my installation of Oxwall and Christopher is right.
It is the way-to-do :)
@ Christopher : CHMOD on 755 for me and it was working.
