Putting 1.7 in and out of maintenance mode causes the add new photo button to not work as well as still allowing picture down loads when set to no download in admin panel. . All three column themes.
database coalition is utf8 general.

Unfortunately, we cannot reproduce that on our demo website or test websites. Can you please provide step-by-step instructions how you did that? Also, please enable debug mode, probably some error there, copy it here if you get one.
