I finally found the root of my problem, the ISO TAG my language (Spanish) is ES and I had put SP. Please mark this problem as solved.

In my country there are different languages.
I added the Catalan language but I can not show the flag.
according http://en.wikipedia.org/wiki/ISO_3166-2:ES ;
ISO CODE is ES-CT
I created the ES-CT.png ow_static file in / plugins / base / css / images / flags
and have well-defined language (pantalla.jpg)
but can not get it to display (pantalla2.jpg)
