I want to access to event and add in extra event when an item is added into database. Is it any way?

What do you mean by "add in extra event"? Would you like to edit existing one?

At first, when I create a plugin, I have set up an authorization role to restrict user. When I add in new item to the database, at the same time, I want to create a new permission to restrict user to access the particular item. Because the items in database will be retrieved to be as content menu items.
