I get the general idea of ow_themes being the original files and static being the actual working directory. But I can't figure out how my images reverted back to their original version even though I made sure they were both in static and themes.
Specifically, I made custom icon images (ic_xxx and main_xxx) to replace certain stock images. I copied these same images to both static and theme and everything works fine. Just now, it appears all my icons are back to the original?!
Refreshed, cleaned cache, tried a different browser - same thing.
What am I overlooking here?

Rob, please try to replace the original images in ow_themes in the images folder of a theme. Then enable dev mode to recompile a theme and clear cache

But, you will loose them after next update of the software, it would be better if you upload your icons via Graphics section and apply these icons via Theme Customizer CSS section.
