Please I have about 18000 spam users on my website how do i delete the all in bulk please

Unfortunately, you will need to write a script for that, otherwise you'll need to delete them manually via admin panel.

Why don't you do a fresh install in this case?

No, as there is a lot of content connected to the users ID, you'll need to write a script for that
