I went to update the groups plugin and received error messages. I then attempted to refresh my site from a backup and it put my account in a system maintenance session. Now I cannot access the login screen to remove the user maintenance screen. Any ideas?

Paolo is right. Please, set it to 0 in ow_base_config until we will fix it.
