You need to do this via phpmyadmin in the database, create a custom page to see how it works.
1- you add menu item in the ow_base_menu_item
2 - with the same page key you create a document in ow_base_document
3 - then you add a language key - in ow_base_language_key
4 - then a value for this language key by ID - in ow_base_language_value.
But it would be much easier to do that via admin panel.
