Is it possible to run two instances of the Photo plugin on one Oxwell site?

Kurt, please clearify which two plugins are you trying to use?, But I think it wont be possible to run two different plugins for the same thing!

All you need is a [advanced privacy setting] like Facebook or Google+. But so sad Oxwall still no one can develop such plugin.
