hello friends, i was wondering if there are any plugins that puddle moderator put a stamp on a real person, but this could only be done by either the website owner or the site moderators.

This would be really cool because people in the meetings could pick up the names of people and then put a stamp of real type that profile within the site, and tell that person exists

I don't think there's such a plugin in the store, this considered as a custom paid plugin development. You need to hire a programmer to do that for you, you can do that here: http://www.oxwall.org/market/specialists

Also you can make a post in the custom code modification section of the forum, probably some community members is already working on that or can assist you with that.
