What's the difference between checked and not checked ?

In my admin panel > /admin/permissions/moderators
I can check all permissions for each moderators
In this list, I have
- Base : to suspend/edit/delete member
- Photo : to delete/edit photo
- Reset Password and Avatar (another plugin)
- Webcam avatar > what does this option ?
