I did setup title and desc in the 'Main Setting' with difference phrases
but site's source shows that meta description is same as title phrase!
how can fix it

You need to add meta description in the Language section
Choose Navigation in the drop down menu and add you meta info for this key:
{text key='nav+page_default_description'}
