If your website is fine, then you don't need to turnon dev and debug modes... Have you got a problem on your platform ?

The block of code where you put everything to true is not correct, you should not do that there, you should do that in the next block of code.
Moreover NEVER enable all at the same time, only on at a time.

First of all, one request per topic
Second it never did by default
