You will have the option to add the friends widget on user profile as an admin or allow to customize the profile page to users and they will be able to add it themselves.

I am sorry Ross I wrote the question wrong. Is there a way for other people to visit somebody profile and see there friend list. On the profile page I do see the friends but, what if they have a lot of friends will it only show a few of their friends or all

Still the same widget, Zack, if the profile in the privacy is set for everybody, everyone can see how many friends a user has, in the settings of the widget in the Admin Panel here:www.site.com/admin/user-profile you can set the amount of friends to be shown in the widget.
