Hello,
I have 1.7.1 installed at the moment and am having issues with avatar uploads. I finally got everything dialed in on my VPS... Except for that. See below for a screenshot of what happens after I select a photo (JPG, 25kb) and hit upload in the avatar editor:

I need to select a photo that is at least 100KB and not more then 2MB. and jpg or png are the best for it.

Scott,
please check whether you have folder "avatars" in
ow_pluginfiles/base folder
and in
ow_userfiles/plugins/base folder
If yes, what are their permissions? if they are not 777 please set them as 777 and try again.
