I keep clicking on the little red x to remove the cache thing on the bottom of my site but it keeps coming back again on new tabs, why and how can i remove it for good?

try going into your config.php in ow_includes folder and enable dev mode. (Or disable it if it is on) and try it.

Yes, that is okay to clear cache, although it will be generated when you refresh the page.
