I'm trying to figure out whether to develop from scratch a feature that allows to have periodic notifications to all users on everything that happens in the social regardless of friendly users relations(ex. post published in the home, membership in groups, etc ...).
There is something already with plug-in or should be developed from scratch?

Concerning notifications there are Newsfeed widgets. They are also shows user activity.
Index Newsfeed widget - this widget shows the activity of all site users;
Dashboard Newsfeed widget - this widget shows a user's friends activity only
Profile View Newsfeed widget - this widget shows the user's activity only.
