Yes, no change. It shouldn't happen in the first place

Perhaps it has something to do with your site cache. I've had similar issue with my website , the only way I could fix it was by clearing the cache.

I would suggest Clearing the cache, if the issue still remain you should consider re-activate the chat plugin.

James, we are aware of this issue, it's been reported to our developers. Presently you may disable tooltips sitewide by adding CSS code.  Go to Admin Area>Appearance>Edit Theme>CSS tab.
Paste the following code:
.ow_tip_top{display:none !important;}
