Access Not Configured. The API (Contacts API) is not enabled for your
project. Please use the Google Developers Console to update your
configuration.

Forbidden error means you have mod_security module enabled on your server, contact your hosting provider to disable it or configure properly.

Do you need old version of the plugin or software? If plugin, then the plugin malfunctions and it may not work, as there were some bugs which been fixed in 1.7.5 update.
