since the update to 1.3.2 none of my sites show a change avatar option when the users highlight their avatar on their page

Well, we never removed that option and you can see it's still present at demo.oxwall.org which runs Oxwall 1.3.2 build.

mulder thats like saying oh the demo site works there can't possibly be an issue with our update at all while a ton of people are complaining about the update

Check your website for JavaScript errors using Firebug. Probably some functionality broke after the update.
