I signed up with the main FTP account for my cpanel (controls all files, not just public_ftp). I'm starting to think that might be why nothing is changing when I change them in Cpanel. How do I change the FTP account Oxwall is working off of? I can't find it anywhere.

you can change ownership via SSH  using chown command.
Link: http://www.techonthenet.com/linux/commands/chown.php .

If this is over your head, just contact your host and ask them to change ownership for you.

yep. SSH is somewhat scary :D But yet it is the easiest and most efficient way of changing file ownership.
