Is there a plugin or a way to filter a users ability to view only genders they are seeking? Males only being able to view females and vise versa? Or where a user can select which gender they want to be able to view there profile. "All, Male, Female"... this type of thing?

There's no such plugins, this is considered as a custom plugin development. You need to do that on your own or hire a programmer to do that for you. You can do that here: http://www.oxwall.org/market/specialists
