Pikar,
you will need to do the following:
download the update pack again from here: http://www.oxwall.org/download
upload it to the root of your software, unpack it
go to your database via phpmyadmin to ow_base_config table
find soft_build there and decrease the value
then run www.yoursite.com/ow_updates
this should fix the issue

file_get_contents for URLs is forbidden on your server. You need to resolve this on the server side.
