Hello,
No, there is no such possibility. The fact is that the Paid Membership plugin has nothing to do with the payments. It simply allows you to offer the User Roles actions for money. The payments depend on the payment provider you are using.

The PayPal Billing plugin also does not have this functionality. If PayPal can send the payment cancellation information through IPN, so then, it would be possible to add this functionality, but only as the custom code modification.
