this plugin blocks mobile internet providers ips 

so it blocks whole countries like Philippines from your site 
it even blocked everyone in australia that use vodophone from see my site for over a month 

maybe a fix would be allow users on the list to join the site but have the plugin monitor them and when they post forum it makes a entry in moderators panel
