I am concerned that users will mis-use the video feature and post copy-righted material, or cause a problem with the over use of bandwidth. Is there a way I can disable this feature without disabling photos?

Do you want to disable video plugin?
Go here: www.yourdomain.com/admin/plugins
Hover over the video plugin
You'll see "disable" button -> click on it
Then you need to disallow users to add video to forum and blog posts as well
go here: www.yourdomain.com/admin/settings/content
and check Disable rich media config
then click "Save" button at the bottom of the page
