When you go to admin pages and you edit for example the page main and select guest, it lets guests see the main page.
However if you click guest on dashboard, it takes you to the sign in page.

This is not a bug. Dashboard page is visible to logged in users only, as no other member can see the dashboard page of another user. Which is why software offers you to login to see that page.
