activation e-mails go directly to the mail server without using cron, unless you're using smtp, something is wrong with the mail server on the server side. contact your hosting provider to resolve this issue.

It also has to do with the mail client as well, i have had issues with lycos, hotmail, and yahoo taking forever to process the new email.
