On the main page there is a box that says, "Welcome to our new site! Feel free to join our community!"

I would like to change this text and maybe add a link but I cannot locate it in the language files in the admin.  I've searched the forum for ways to do this but I can't find anything on it. 

What file to I need to change and where do I find the file?
