The v1.4 is not developer friendly. This version is not showing the programming errors although DEBUG and DEVELOPMENT options are enabled in config.php file.
When there is any errors, only a blank screen is shown. The error is not shown. But in 1.3 it was shown and was very developer-friendly.
Usually new releases will have new features. But this is strange.

The errors related to syntax is not showing up. It was showing up well in 1.3 and no server settings has been changed.

No changes were made concerning the debug and dev modes. So you should search for the issue in your install.
