My question is where is this option in the admin section. I do not see it and im thinking that there is not one and that this is set to enabled all the time and there is no way to disable this other than via DB, is that true?

Hi, there is a DB config value which is set to allow users to change the language if there are multiple languages it is called "language_switch_allowed"

Dave this config does nothing, it's a dead config and there's no such setting in the admin panel too.
